The Suffolk County SPCA is offering a $3,000 reward for information leading to arrest and conviction of the person who dumped a puppy in a clothing bin. Chief Roy Gross of the Suffolk SPCA says a 3-month-old black Labrador retriever was left in the bin at a shopping center in Centereach last Wednesday.
